ESCONDIDO, Calif. (حزيران/يونيو 15, 2026) – Neighborhood Healthcare, a regional Federally Qualified Health Center providing a wide range of health services, announced today that it promoted Edgar Bulloch, MD, OB/GYN, to the position of Chief Medical Officer.
He has served as the Associate Chief Medical Officer for the organization since 2023 and takes over for James Schultz, MD, who officially retires from the position at the end of حزيران/يونيو.
“Neighborhood Healthcare continues to grow rapidly to serve the needs of our communities from El Cajon to Rialto, and healthcare has become more complex,” said Rakesh Patel, MD, CEO for Neighborhood Healthcare. “Dr. Bulloch has brought extensive community healthcare and executive leadership to our team for the past three years. We’re excited to have him serving in this new position!”
A graduate of the University of Texas Health Sciences Center, Houston Medical School, Dr. Bulloch has more than a decade of experience in obstetrics and gynecology at community health centers in San Diego and Riverside counties. Dr. Bulloch joined Neighborhood three years ago with extensive experience in leadership roles, including Chair of Women’s Health, Regional Medical Director, Chief Medical Officer, and Chief Executive Officer at other community health organizations.

Dr. Schultz will remain a part of Neighborhood Healthcare’s team and serve in a variety of roles. He will see patients as a family physician, teach the organization’s other medical staff and Resident physicians, provide in-office procedures to Neighborhood Healthcare’s clinic and PACE patients, and lead the organization’s Clinical Trials as part of the Neighborhood Healthcare Institute of Health. Dr. Schultz will also continue to provide wilderness and global medicine training worldwide.
