Philanthropy Council Members

The Neighborhood Healthcare Philanthropy Council is a standing committee dedicated to providing ideas, insight, and access that furthers the philanthropic efforts of Neighborhood Healthcare across San Diego and Riverside Counties.

Meet several of our council members!

 

 Angela Nagle –

Angela Nagel serves as the Director of Communications and Community Engagement at the East County Economic Development Council (ECEDC), where she leads initiatives that strengthen local businesses, expand workforce development, and foster regional economic growth. A passionate community advocate, Angela also serves on the Neighborhood Healthcare Philanthropy Council, supporting efforts to expand access to quality care and promote community wellness. Her dedication to building healthier, more connected communities is deeply aligned with our mission.

Through collaboration, storytelling, and purposeful outreach, Angela continues to make a lasting impact—working to ensure East County thrives as a vibrant and inclusive place to live, work, and grow.

 

 

 

Jamie Layne

Jamie Layne, with over 20 years in the salon industry, has worked as a platform artist and educator for global manufacturers while volunteering with non-profits and disaster relief makeover ministries. She serves a diverse clientele at her RocknHair Salon in Lexus Escondido. Excited to join Neighborhood’s Philanthropy Council, Jamie looks forward to supporting its mission and sharing the impact of “compassionate healthcare” across SoCal.

Julie Ngo

As a dedicated State Farm Agent in Temecula, Julie Ngo has been helping families protect what matters most since 2006. With over two decades of industry experience, she is committed to guiding clients through the complexities of insurance. Beyond her career, Julie cherishes time with her fiancé, Jerry, and her son, Collin Dang. She enjoys exploring new foods, staying active, and embracing a healthy lifestyle—believing that if we must grow old, we should do it gracefully!

Julie’s passion for service extends to Neighborhood Healthcare’s Philanthropy Council, where she is dedicated to raising awareness and support for the organization’s capital campaign. Through her leadership, she hopes to make a lasting impact on the community she loves.

 

Roxanne Rostamian Goolsbee

Roxanne Rostamian Goolsbee, a lifelong San Diego resident now living in Oceanside with her husband and two dogs, is a dedicated community advocate and experienced professional. As Youth Service Director for the Escondido Rotary Club and Branch Manager at Banner Bank, she excels in fostering community impact, managing client relationships, and leading her team. Roxanne also supports local businesses through her roles with the Organization of Networking Entrepreneurs and the Escondido Chamber of Commerce.

Now joining Neighborhood Healthcare’s Philanthropy Council, Roxanne plans to leverage her extensive network to support annual events and advance the organization’s mission.

 

Bill Smith

Bill serves as Treasurer of the Neighborhood Healthcare Board of Directors and is a big fan of all the good work done for patients. A math nerd, he has calculated that if all the patients Neighborhood serves in a year were stretched out arm to arm, they would reach from Scottsdale Arizona to Escondido and still have enough left over to wrap around the North County Mall 100 times!

He is also a big fan of philanthropy. He likes to quote, “He who gives while he lives, also knows where it goes!” He and his wife Wanda have decades of dedication to non-profit organizations in the San Diego area as well as internationally, from Alzheimer’s San Diego to The Salvation Army, and of course Neighborhood Healthcare.

 

Rebecca Raymond

Rebecca brings over 30 years of nonprofit expertise. She serves as Director of the Foundation for Community Development and Empowerment (FCDE), is Vice President of the Raymond Companies, and consults for the Confluence Institute’s East African initiative. Her impressive career spans global community development, including roles with organizations like the Peace Corps and Asante Africa Foundation in Kenya, Tanzania, and Uganda.

Her deep commitment to integrating community-driven solutions and building impactful partnerships makes her an invaluable asset to our council. We are grateful to have her expertise and passion guiding us as we work to expand healthcare access for our communities. Thank you, Rebecca, for your dedication to our mission!

 

 

Carl Skaja

Carl is an esteemed Escondido attorney representing a wide range of clients and is deeply involved in the community. He has held leadership roles in the Escondido Rotary Club, Escondido Chamber of Commerce, and Palomar Family YMCA. Carl also chaired the Oversight Committee for the Public Safety Improvement Facilities Bond, ensuring the timely construction of Escondido’s police and fire headquarters. He has been twice honored as Business Leader of the Year and received the Public Safety Award.

 

 

 

Corrine Busta

Corrine Busta is the Manager of Government Affairs for Cox Communications, with over 10 years of success in government relations across both private and public sectors. Her experience provides her with a deep understanding of the legislative process, making her an effective non-partisan advocate for local communities.

Corrinetime in the Navy reinforced her passion for public service and willingness to take on challenges. Since moving to San Diego in the mid-90s, Corrine has supported regional development and leveraged strong relationships to advocate for future progress. As Chair of Neighborhood Healthcare’s Philanthropy Council, she is committed to supporting their expansion goals and is instrumental in launching a regional fundraising campaign for capital projects in Southern California.
